If I sign a contract with a language school that says that I can't work for any other school while I am working for them and they are not offering enough work or salary for me to survive, is it legal for them to ask this. Can they also ask that I not work for any other school for up to a year after I finish with them.

depends where about are you working i mean which country? lets say if you are in the UK i think you can take anther job because the school is not giving you enough hours and in this case if they agreed to take you on and give you enough hours but they are not then they broke the agreement so the agreement is not valid
but you have to bare in mind what is your contract say and if they are reposible for your visa for example you must seek advice
in your stiuation you are not earning enough you cant survive you must take anther job its clear
