How can I legally obtain my father's cremated remains from my grandmother?

My father is deceased and was cremated 15 years ago. My grandmother took the ashes before my mother was able to reach the funeral home. She has refused to give them to my family (my mother, two sisters, and myself - the only son). I want to ask her for them but I know she believes they are hers and may hide or dispose of them if I insist she hand them over. It had been well over a decade and I want to bury my father and have a funeral for him eventually. This has not been possible because of my grandmother's selfishness. I need to know if I have a legal right to simply take them, and if not, what can I do to obtain them, if anything, before she spreads them.
