What is the legality of a store to charge a shoplifter in dollars?

Can a shoplifter be forced to pay a store money before getting charged with the crime? a friend was caught shoplifting and signed a paper saying that they would pay $500 dollars to the store before a cop even arrived. is that even legal?

a friend was in ostco and she stole some thing from there it was hundred and tewlve dollar . is that a very big deal
