Child Support Question

My husband lives in California. His ex-wife and son live in Utah where the support order is. California DA sent us an income and expense declaration. My husband is $1700.00 behind due to unemployment. Why is California getting involved? Why didn't we hear from Utah? Do we have to go through Cal if his support order is from Utah?
