i have a question relating to (CDL) commercial driving

i have a two part question that has rather lengthy details but i need to know if there is an expert that is qualified to answer a (CDL) commercial driving question that is familiar with FMCSA rules and regulations. and if im right about my situation i need to know if there may be a possible law suit against the state of Georgia.
