can i send a how are you birthday note to a former close friend. from twenty years ago?

had a relationship 20years ago,with a co-worker[ either of us work there anymore] would like to send a birthday note to the person, is that okay? is there a limitation of time? can i do this without a problem? have not heard a word in twenty years?? the person must not be too upset?? what do you think?
