credit councilling or ripoff

I paid $3900.00 to credit counciling One of the places that i owed never sent proof that i owed them. So they were not paid and the credit place never gave me back that money. aaaaaaaaaaall of a sudden it went to fees Is that legal and how do i get some money back?
