Can a transfer officer stop a claim because of rent arrea ?

I am a coucel tenant in a 2 bed flat. I asked for a transfer because I have 3 children. The transfer officer put me on the waiting list but will not allow it because my rent is in arrea. Can she do that ? What can I do ?
