Without heat in a rent apartment

When I arrived and signed the contract the heater wasn’t working. The agent, that rented the apartment for me, said she will ask someone to fix it. After a month, she brought a small heater appliance that isn’t able to keep the whole apartment warm. So, I asked her for another one. After 2 more months, she brought a better one. It was in the last week. All of them are used appliances.
Unfortunately, the last one broke, because sometimes when I turn on the microwave, all of the appliances and lights of the apartment turn off. I think the grid of the apartment is fragile. So, I wrote an email and told her what happened. And she replies me with this text: “Sorry to hear that the heater got broken. Unfortunately, that heater is expensive . I'll see if I can find or try to solve the problem.”
The bottom line is I don’t need to implore for anything, because the heater should be working and the problem, about the last heater appliance that she brought, it wasn’t my fault. Now I’m feeling cold inside the apartment and I need to stay in bed under the blanket while I’m at home. She didn’t give me any deadline to solve this problem….
What should I do? Can I buy a new one and to discount for next rental? My rental contract finishes at the end of October, can I also discount the “security fee” that I paid at the time I signed the contract? The apartment is exactly the same that I found in May.
