Sub-contract Employee insurance dilemna

We are a nursing agency in texas. The professionals that staff with us are not our employees. They contract with our agency and we contract with a medical facility for the staff's services. We have tried to get worker's compensation with 5 different insurance agencies and none of them can write a policy for us since our staff are sub-contractors. Worker's compensation is optional in Texas, are we required cover our staff with worker's comp? What other insurance do we need to have?
