is GM is the rule making authority in Indian Railways?

In indian raways Rly Board is the highest rule making authority. Earlier, reservation clerks in the computerised reservation office were working for six hours in a six days week. But recently the GM, E.Co.Rly's verbal instruction the same has been changed to eight hours with the number of working days. I want to know :- can a GM can change the working hours without the approval of the Rly Board, without proper job analysis and without consulting the recognised trade unions?
