A plumber gives me a quote for work on my property. I agree and part payment is given after work has begun. The plumber the gives me an updated invice showing the outstanding balance But has added Vat to the total. His explanation is he has become self employed since starting the work and is required to show vat content on his invoices. IS THIS LEGAL?
