U.S. tresury bankruptcy chptr.7

My house was foreclosed on in'09 and at the beginning of this year I started being garnished by the u.s. tresury at the first of the year for the usda-ra loan I defaulted on. Can this be discharged in chapter 7 bankruptcy?
