i sold my business with my ex commonlaw partner we are 50 50 partners,he will not close the account at the bank ,needing both our signitures

also i have no money for a lawyer,and my revenue last year was 4462.00 but he has sighned to release and i have recieved 40,000,and so legal aid says i do not qualify
